ER Williams, Inc. (ERW) is a prime contractor on the SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC). SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. These services support the Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC and NAVSUP), the office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA).
The ERW Team has been awarded and demonstrated technical capabilities and qualified zone presence in six (6) of the seven (7) SeaPort-e geographical zones:

3.2 - Engineering, System Engineering and Process Engineering Support-
The North Highland Company – North Highland assisted Georgia-Pacific's Corporate System Services (Human Resources) Division with its replacement of a legacy AS/400 application. The new system required functionality and processes that included the consolidation of all Workers Compensation Claims details into a single centralized repository, provisions for a singularly formatted Experience & Detail report for each division/location, accounting reporting functions inclusive of multiple reports and system functions, and a consolidated all claims' accounting data across all divisions.
3.3 - Modeling, Simulation, Stimulation, and Analysis Support-
LogApps – Logapps provided the US Coast Guard (USCG) cost estimating, financial, and business analysis services as a subcontractor. These services were indispensible as part of the organization's milestone decision, budget, and oversight process. Logapps created multiple estimation models using MS Excel, COCOMO, ACE-IT, PRICE-S, PRICE-H, SEER-SIM, and Crystal Ball.
3.5 - System Design Documentation and Technical Data Support- The Chief Information Group (TCIG) - TCIG was subcontracted within the MHS Defense Health Services System (DHSS), Access to Care (ATC) directorate and was tasked with designing and configuring a Service Oriented Architecture (SOA). This effort known as the Information Exchange Platform (iXP) employs a SOA to integrate health care systems by enabling them to automatically share information via a messaging service that applies business rules established within web service technologies.
3.6 - Software Engineering, Development, Programming, and Network Support- The Chief Information Group (TCIG) - In order to comply with Department of Defense Instruction (DoDI) Military Health System (MHS) Data Quality Management Control Procedures mandates, Navy Medicine's workload and financial data must be timely, complete, accurate, and verifiable. With vast experience in the MHS, specifically Navy Medicine, TCIG was chosen as a subcontractor to re-engineer the electronic Data Quality (eDQ) system and implement real-time key performance indicators with an emphasis of leveraging Business Intelligence (BI) technologies.
3.10 - Configuration Management (CM) Support- Irving Burton Associates, Inc. (IBA) - IBA is a prime contractor providing program management and engineering support for the Medical Situational Awareness in the Theater (MSAT) product includes task management, engineering management, data processing and analysis, quality assurance, risk management, change management, requirements management, test management, planning and scheduling, product management, user interface and communications support, strategic planning and development support, configuration management, and systems interface management.
3.11 - Quality Assurance (QA) Support- E.R. Williams, Inc. (ERW) - ERW is the Prime contractor and has delivered program management, engineering and analytical support services to Defense Health Information Management System (DHIMS) since the program's inception in 2008. DHIMS provides decision support and acquisition of IT development services for more than 26 applications used throughout the Military Health System (MHS). ERW provides direct support to DHIMS in overseeing the quality of software development efforts and planning, managing, controlling, budgeting and acquisition of IT services for DHIMS projects and programs.
3.12 - Information System (IS) Development, Information Assurance (IA), and Information Technology (IT) Support –
The North Highland Company – North Highland worked on an internal security and information assurance effort with a performing rights organization (PRO) that represents approximately 300,000 international members that rely on the organization to collect license fees on behalf of its members. The license fees collected represent approximately 4.5 million compositions result in distributed royalties to the represented writers, composers and copyright holders, and the organization's revenue total approximately $600 million annually. The client's recent experience with a hacker violation subsequently prompted internal fear about potential systems vulnerabilities to outside hackers, as a general desire to assess internal systems security processes.
3.16 - Logistics Support –
P3S Corporation (P3S) – P3S supports the Air Force's Mine Resistant Ambush Protected (MRAP) Program at the U.S Army in three primary areas: Combat Communications Functional Support, Vehicle Management Functional Support, and Supply Support. In addition, P3S provides the Army with subject matter expertise (SME) that includes extensive experience in Explosive Ordnance Disposal (EOD), specifically with Improvised Explosive Devices (IEDs) and Vehicle-Borne Improvised Explosive Devices (vIEDs).
3.18 - Training Support –
The North Highland Company – North Highland worked with the McKesson Corporation, a leading provider of healthcare supply, information and care management products and services and the 31st largest industrial company in the United States, in support of the company's implementation of a major software package. Internal subject matter experts were asked to help increase software capacity and support process training activities for staff. North Highland led initiatives to increase training and facilitation skills of the training group, including the development of a "train-the-trainer" module.
3.20 - Program Support –
The Chief Information Group (TCIG) - TCIG's past performance for the National Naval Medical Center (NNMC) Bethesda, Maryland involves both acquisition and budget support followed by the management of funding execution, developing financial reports, cost analyzing and benefits analysis. TCIG assisted NNMC with logging and tracking acquisition activities. This includes development of reports and lists to assist in planning daily, weekly, monthly, and quarterly actions. Additionally, TCIG assists the Information Technology Department (ITD) staff in management and tracking of specific budgets and budget initiatives across various fiscal years. This includes management of budget plans and budget authority.
3.21.1 Clerical and Administrative Support –
The North Highland Company – North Highland worked with the CIO of a Navy Program Executive Office (PEO), responsible for providing IT business support to its internal customers, to provide several layers of functional support for a technology planning effort. The PEO's customers include its peer PEO organizations, Navy personnel performing PEO tasks, PEO tenants, laboratories, and other associated organizations, and are disbursed in several locations, including numerous military installations. North Highland was instrumental in supporting the CIO's desire to update the PEO's IT Strategy and Balanced Scorecard.
3.21.2 Analytical and Organizational Assessment Support- The North Highland Company – The Human Capital and Training Branch (HCT) of a global security program administered by a large Federal agency is responsible for the development and implementation of the strategy, processes, procedures and organizational relationships in support of a Congressionally mandated immigration and border entry and exit system. While the system provided biometric identification and analysis services, the agency was challenged in hiring a sufficient, qualified workforce. North Highland developed a standard and repeatable workforce planning process to address the forecasting of the organization's workforce needs. Further, North Highland's work transitioned from planning, designing, and process implementation to a continued support capacity in the analysis of position descriptions and candidate conversion and placement. North Highland was instrumental to the development of a human capital strategy for hiring and all related processes.
3.22 - Public Affairs and Multimedia Support –
P3S Corporation (P3S) - P3S provides strategic communications services to the Air Force Program Executive Office for Enterprise Information Systems (AFPEO EIS) headquarters in direct support of Brigadier General Craig Olson, AFPEO EIS director. With 79 program offices, the PEO EIS is the largest PEO in the Air Force and encompasses several thousand IT-oriented military, civil service, and contractor personnel. Effective execution of this contract requires a thorough knowledge of Air Force and Government Public Affairs regulations, including AFI 35-101.
SeaPort-e is an Indefinite Delivery/Indefinite Quantity contract vehicle. Task Orders are competed and executed as separate procurements. Task Orders awarded to the ERW team will be listed here.
