E.R. Williams provides acquisition policy research assistance concerning any Federal Acquisition Regulation (FAR) changes. With this knowledge, we build effective acquisition schedules, supplemented by the use of detailed project plans that describe individual acquisitions and accompanying procurements; identify the critical path, schedule risks, and schedule actions; and simplify the performance of these activities.
Our acquisition and procurement staff conducts market analyses using data from similar government and/or commercial contracts. We work within a matrix of organizations (e.g., financial resource management, requirements-owners, and the program office) to provide accurate financial and schedule estimates for a procurement action, ensure full-funding, and guarantee compliance with Congressional intent.
We facilitate the entire range of evaluations along the best-value continuum, from lowest-price/technically acceptable offer to cost/price analysis of specific technical factors. We used the development of the acquisition plan to help senior Agency personnel and requirement-owners respond to pre-award queries from potential offerors, coordinating formal replies to specific negotiation items, arranging for presentations, and documenting final source-selection document approvals.
Through these plans, we developed innovative strategic sourcing approaches and help Agencies implement Performance Based Contract to meet the requirements of the President’s Management Agenda (PMA).
